Virginia State Corporation Commission Approves Energy Storage Regulations

In December, the Virginia State Corporation Commission, which regulates public utilities, adopted regulations governing the deployment of energy storage in the state.

The rules establish minimum interim targets for Virginia utilities, APCo and Dominion to achieve energy storage deployment. For APCo, 25 MWs by the end of 2025, 150 MWs by the end of 2030, and 400 MWs by the end of 2035. For Dominion, 250 MWs by the end of 2025, 1200 MWs by the end of 2030, and 2,700 MWs by the end of 2035. At least 35% of the storage facilities must either be purchased from a party other than the utility or owned by a party other then the utility.

The rules also include requirements for permitting of non-utility energy storage facilities.
